Make-it-yourself scooter

Scooters and motorcycles in Riga streets are another sure sign of spring (I have to change accumulator and I will also join them - although my #1 vehicle in the city is bicycle). This one is apparently self-made, with skeletal appearence and logically - without a number plate. I think he would be stopped by first policeman on the road. Btw, in case if you are wondering - it's not Baghdad, it's still Riga, just a place close to active construction area, that's why so much sand in this pic.
